Thomas W. Williams

Tom concentrates his practice in energy and public utility law. He has over 40 years of experience in Hawai‘i Public Utility Commission (PUC) regulatory and rate proceedings for electric utilities, telephone companies, motor carriers, water carriers and water and sewer companies. He also has experience in representing business clients in contested case proceedings before other administrative agencies.

Tom has been included in Best Lawyers in America for over 20 years, and was named Lawyer of the Year in Honolulu for Energy Law in 2012 and 2016. He has been awarded an AV Preeminent™ Rating (highest level of professional excellence) by Martindale-Hubbell®.


Tom and his wife Anne love to travel and explore the world’s archeological, cultural and natural treasures. They also like to hit the road to spend time with the grandkids, too.
